Awesome. I pounded the guy in an email, as did several others. He caved. Just got this reply:

Thanks for your responses. This was not meant to say anything was “changing” but just to make sure everyone understands what the expectations are when you are on call. No one has functioned outside of these requirements that I am aware of.

The reasonable expectation of response time to work is that you are within a “normal driving distance” to the facility for which you are on call. (English translation).
In other words, we don’t expect you to go to Austin when you are on call for the Galveston location, etc.

Yes, if you have an emergency of some sort, then you are not able to handle on call duties and should report this to your supervisor or me as appropriate so we can transition your on call to another person.

If you wish to meet with me please feel free to come by any time or schedule an appt with Outlook.

This is the whole argument that is lost on most management types until something fails. When they look at IT they see a place to cut costs since there is no direct correlation between the work they do and the money coming into the company until something goes wrong. They seldom stop to think that the phones, servers, networks, mobile devices, internet connectivity (email, IM, credit card processing, tracking, etc) is all IT dependent.

It cracks me up when things go sideways and they're all like "why aren't you on top of it?" and I just forward them the email chain where they retasked me to do something else or told me maintenance and scheduled work wasn't a priority as long as the VP couldn't use his iPad to check our numbers or other stupid stuff like that.

The issue we had was he clearly stipulated that we could never be any further away from work than the distance from our homes, unless we called our boss's boss, in advance, and got approval. I don't mind being on call. Hell, most of the time I don't even claim the time I work when I am called. But goddammit don't tell me I can't leave my home when I'm on call. FFFUUUUUU

any place worth a damn will give you comp time for being "on call" anyway, whether you use it or not, because of the fact it restricts what and were you can go or do.

Oh lord, I would have abused that.

"Hey big boss, I'm going to the grocery which is about 6 miles further out into the wilderness. Is that OK?"

"Hey big boss, I've got to drop a mean deuce and I don't think I'll be able to wait until I get home. There's a McDonald's about 4.7 miles from the house, can I stop there?"
