I've never gotten a real answer on that question. I would roll a toon on it if there was.
Im on Whiterun. its low population which is fantastic for me. still a decent bunch of folks on during prime time

SWTOR is a great game, it has very few bugs and the quests and story line are fun.
You're not forced to group, you will always get a few group only quests that you can choose to do or not do.
So you are forced to group to experience all of the content. No game forces you to group if you look at it like "well just don't do the group stuff" because you can always just log in and look around in the safe areas.
