Nah. He's just correct in his assumption that once the government stop's giving so much incentive for these young women to pop out kids, that they'll stop having sex.
It's ridiculous how easy it is for a single mother to get rich by doing nothing by having illegitimate babies.
They wont stop. Africa is a perfect example of that.
Education is the only thing that stops women from popping out babies. Empowered women who are educated, are much less likely to have kids at all.
Social Conservatives like Rick Santorum hate feminism and believe women should spend their time cooking and cleaning, which is exactly the type of idiocy that will keep women dumb and uneducated and putting out babies they shouldn't be having.
Personally, I am a strong believer in Feminism. I have nothing against women going out into the work force and being professional or educated. It doesn't threaten me at all and this is what we need on our planet, especially in 90% of the worlds countries that are anything but.
Until we can educate and empower women so that they don't feel they need to open up their legs in order to feel good about themselves, then I have no problem with a government providing free contraceptives.

The more women that enter the work force, the more the economy adjust to dual incomes becoming the norm. This results in it being harder for single parents and families with stay at home moms to survive.

Trying to stop people having sex is like trying to stop the rain. You can think up all these crazy ideas, but they're not going to work.
edit: Will anything ever be a more effective deterrent to unprotected sex than HIV? What government can top that, really? You think MONEY stuff will stop it more than potentially fatal disease?
