I don't think they agreed Otis had to die. Rick believed it was an accident. Shane wanted revenge, and it helped him escape.
What I don't like is the show was off for 6 months, and all we're getting is 6 episodes.

Go watch it again if you still have it. Rick told him he heard what happened and asked "Was it for survival?" Shane said yes. It was understood it was not accident and both seemed to have a silent agreement.

You can wish Shane off the show all you want, but he's not going anywhere. He's damn near got top billing. And he is essential to the show's success. Without him you would all be content and not as apt to watch.
