Romney wins.

If Romney won the Office, I think they would still say Santorum has a chance.

It is looking like a very strange outcome actually.
Santorum might get 2 more delegates than Romney because Romneys votes were concentrated in the urban areas and he won them with a higher overall percentage in each district than Santorum won his.
In essence think of this like if you had a presidential election and one person won the percentage vote and the other won the electoral college.
Nobody is really going to analyze it that way really -- they will call this a Romney win -- or more a Santorum loss with a few stupid comments and a poor debate showing.
