Not really or they could not have gotten anyone in there for that price. I've owned real estate in Oklahoma, Arkansas, and Washington. I can tell you, location is everything. You should have seen the house my uncle sold in San Diego for 306K.

Yeah, the house he sold here in SD for 306k probably looked like s***.(Only caveat would be when it was sold - which changes everything.)
Unless it was in Temecula, Fallbrook, or maybe in a nice part of Chula Vista.
And yes - real estate is always location-based.

It was in National City. A development called Lincoln Acres A part of town nick named Little Oklahoma. Two bedroom. All rooms tiny as hell. He bought it in the 50s for 3K. When he bought a house a half a block up the street he left my grandma live in it until she died. Then he rented it and they tore it up so he sold it. It was pretty small and pretty crappy. And not a good neighborhood.
