That is kind of the point of the chest locking and area protection. Also, it makes things easier if we assume open chests are intended for public use. I know that is how mine are setup.
Mine also have a sign indicating that they're public.

Hey Steel, speaking of area protection; is there any way to set it up so mobs do not spawn in CircuitCity?
Ran into a Creeper up there the other day when I ported in... was an interesting experience as I didn't have anything but a cactus to fend it off with
Haha I bet that was fun. Yeah you can set the flag for that on your area. For normal zones I don't want to do it but places like sub or spawn or circuit city it makes sense.
I don't know if I'm able to do it myself?

As owner you might... I know you could in cuboid. Not sure the commands off hand though. It is something like /region flag <regionname> creeper I think. The whole region command might be blocked to you by permissions though. If so it is actually a good thing from an admin point of view but means you will need one of the mods or me to set the flags for you.

I'll wait until I see a mod on to see about getting the flag. We can figure out the command then test to see if I can edit the flag or not

Circuitcity is now creeper proof.
(Last times we tried players can't mess with the region stuff.)

Ahh good to know. You might want to turn off mob damage too just in case something does make it up there.

I must have done something wrong. I set the no creeper flag for that area when I created it. I used '/region flag circuitcity creeper deny'. The only thing I can think it that I made a typo or forgot it was case sensitive and wound up setting the flag for a region that doesn't exist. I don't think that's the case however. The same thing happened to the minecart launcher by spawn. I'm thinking the command I'm using isn't correct.
