Dex has a very minimal effect on Parry. With capped buffs it will be fine.

Didn't puandro or someone like that test the diff between 25% debuff bonus and 0% debuff bonus to be like 10 to each stat?

edit: the only time you're really going to feel the reinforced chest is fighting against crush dmg which really isn't that common aside from skalds and some warriors. SBs won't use bludgeon on you expecting scale armor and most solo albs are going to be thrust or slash. I'd give it a shot considering the stats on it are so much better than the druid chest, though ultimately it would be best to test proc rates and benefits.
