Well the games been fully downloaded for forever and I have p2p turned off.
I even turned off IPv6 just to be damn sure I wasn't uploading p2p data and that still had no effect.
Though this wouldn't matter anyways, because of their traffic'ing software it would normally give wow game data top priority over any p2p data including the blizzard background downloader.
Thus the problem is that the wow game data itself is being misinterpreted as p2p.
Every primetime the wow tech support forums explode with latency complaints, and I have recognized the symptoms for this, and blizzard is not very good at diagnosing it. So many people are effected by this and don't even know it, so they don't even know enough to know where to begin. All they know is after 4.0.1 they can't play wow anymore.
So there is lag during PRIME TIME!? Crazy!
Seriously though, the client now downloads game data while you play, streaming it sort of. I haven't bother to read how it works because I don't have any problems like you are describing, but I would bet that is the change that broke you.

I've had the problem confirmed by both my ISP and blizzard.

Idk if you're arguing with me arclite, but they both confirmed the problem was traffic shaping. Are you suggesting its 'my' fault?

Whats your ISP? So far I know of Rogers, Virgin, DirecPath, and Slingshot.

Wow, thanks for posting this. I was having the same problem, getting disconnected all the time since 4.0.1...so I unchecked the box for "enable p2p transfer" and seems like everything is working like normal again
