The mobs don't drop loot. Bosses are available after you defend the city. When the city is defended, portals appear that allow you to queue for the bosses just like any holiday boss.
By just like any holiday boss, you mean you can queue from the dungeon finder?

Yes, but they're available for a limited time after an invasion.

I think they should make the instances just available all the time, and locked out once per day like a heroic. Would be nicer on the the tight scheduled. >.<

can farm an instance should you desire. even as a dps i can get 5-6 instances in before they close it out each time. I got 3 purples for my new 80 rogue today using it.
