No, it's one step behind. 13 ilvls. That's been how many ilvls between tiers through WotLK into Cataclysm.

Unless you're comparing it to hard-mode heroic raid drops? I don't think there has ever been a time when heroics gave badges/points that could buy stuff one step behind hard-mode raid loot, has there?

Also heroics give justice points which buy gear of the same level as the heroics dropped. Same at at WotLK launch, when heroics dropped ilvl 200 loot and badges purchased ilvl 200 loot.

They are useless in that by the time you get enough to buy a piece of armor you will already have as good or better from quest items, rep or heroic drops.


I was justice point capped at the start so I got two pieces as soon as I hit 85, and because of what I was able to obtain from those various other sources I don't need to buy any more of it and I am almost capped again.

They need to raise the cap or let us buy other things with them.

from my perspective, doing heroic dungeons are the main way to get justice points in the first place. so i should be able to spend them on something that i can't already get in those same dungeons. i guess its because during wotlk i did not start using dungeon finder or badges until much farther along in the game (never maxed out my level this quickly in previous expansions) so i was able to buy epics and heroics only dropped blues.

Once you buy an heirloom it should magically appear on any character you create that can use said heirloom, thus negating searching and mailing, and not being able to cross server mail heirlooms.

It really would be nice if when you made a character, you had the option of using heirloom pieces you purchased on any character from any server. As for JP being useless, it's there to supplement pieces you can get as drops. Not every piece that drops has an exact piece with the same stats on the JP vendor. If you actually min/max and go for your best stats for your class/spec, you'll find some of the JP are better than drops.

In whichever patch introduces [Death Orb] as a replacement for [Chaos Orb], which should be the next content patch. That would follow their previous M.O. at any rate.
