From my own server (Outland - EU) - we have a Horde population of ~18,000 (source: Warcraft realms)... I cannot say what the activity rate on that is, how many are alt's, etc...
70 guilds have downed a raid boss in Cata, of which only 8 have downed all raid content. Lets say the threshold for a serious guild is half raid content... thats ~40 guilds. Some will be 10 man, some 25 man, assuming 50:50 split - 600 people are serious about their raiding and 40 guilds are 'serious' guilds (I think this is being generous).
Assuming the 18,000 comes down to 1/3rd after removing alts and non-active, hence 10% have completed half the raid content - that is a minority of the population.
All of this is 'back of an envelope' and without doubt full of assumptions (correct or otherwise), but the point is, the majority of the population are not in a serious raiding guild. And whilst there will be those in serious PVP guilds or "friends" guilds, I bet there is a large portion of the population which really doesn't care much about guilds, but can see the benefits of being in one (especially with guild perks)
Hence, I agree think the tool will be useful for the majority of the population! But completely useless to serious guilds.
