Pummel is available in all stances now. My guess is that Shield Bash was being used "other than intended."
How do you use it other than intended when you can only use it for one purpose though. 
I agree that using it "other than intended" seems pretty implausible. With that said, when you compare shield bash to pummel you see the following:
Shield Bash 10 rage cost, 12 sec CD, 6 sec school lockout if you interrupt
Pummel 10 rage cost, 10 sec CD, 4 sec school lockout if you interrupt
Gag Order talent gives Shield bash a 50/100% chance to silence for 3 secs regardless of school lockout and lets Heroic throw silence as well.
If Gag Order is going to be relegated to only providing the silence effect on Heroic Throw and Heroic Throw stays on a 1 min CD (30 sec CD with Gag Order 2/2), Gag Order will no longer be a talent that is even considered for 5-man tanks. It’s just not worth 2 talent points for such a situational use.
I guess I can understand Bliz taking away redundant abilities by streamlining the Pummel/Shield Bash thing, but I would have considered it much more reasonable for them to give the silence effect to Pummel with Gag Order rather than removing it entirely.

I kinda disagree. Heroic Throw on the pull can silence a caster as you charge another, great for grouping up. It has its uses, I would still take it.

That's not a lot of value added for two whole talent points though. Those two talent points mean the difference between 1/3 and 3/3 Deep Wounds typically. When it was heroic throw silence and CD reduction AND anytime short duration silence with shield bash - it was worth 2 talents... now... not so much imo. Just an example of the Devs wanting us to press one button instead of another as well as reducing (nerfing) functionality since pressing the new button can only happen once every 30 secs (heroic throw) instead of once every 12 (shield bash) AND once every 30 (heroic throw).

So additional AoE threat vs a solid 2 caster pull.
Decent trade off in my opinion. I would rather be able to reliably round up the 2 casters in a 4 pull than have 30% "additional" bleed damage on a conditional crit. Warrior threat is not so weak as to require 3/3. Casters can be a pain to round up without the silence though. On a 4 pull, you can run back and forth holding threat on casters that stand far apart quite a bit making the encounter a pain in the ass.
Or use HT to silence one, charge the other, wait for the melee to collapse and have them all wrapped up nicely.
I will still take the 2/2 in Gag Order. To each his own though.

I run with a warrior tank every day and he pulls with heroic throw probably 90% or more of the time. To me that means gag order is pretty much a required talent for any warrior tank.

No, the point was that if Gag Order applied to Pummel like it used to apply to Shield Bash, it would be worth a raid tank taking for when they did 5-mans - even though it was wasted in raids, it would be very valuable in 5-mans and therefore worth the points. Because of diminished usefulness in 5-mans, it's now no longer worth taking if you raid tank and do some 5-mans because the decreased usefulness of it doesn't warrant it. Derp derp.
