IMO, they dropped the ball completely by choosing homogenization as the lesser of (at least) two evils, the other primary being separation between PVE and PVP mechanics. "Well, truly segregating PVE and PVP would be too hard at this point, so we're just going to make it easier for the sustaining devs to manage. Yeah, we know people won't like the arbitrary limits on spec choices and, as a result, fewer class specs will be viable for all roles, but we think this is about all we can expect from the B Team."
Considering how defensive they were on the forums about homogenization, it seems to make the most sense.
[edit] And hells yes, I hate the change. This was #2 behind forced phasing in 1-60 content in my "why are you leaving?" questionnaire.
