I can agree with a 10 sec combat timer, but i don't like the other two ideas.
I think if you are going to be successful on Mordred you should have to earn it and not copy a blue server character over here. That being said, the population will probably never go up unless they let blue characters copy over to here. Maybe if they only let each account transfer just one character. But I do believe they have already said they can't do it because of code issues and what not. Who knows, maybe its just to much work to do for a empty server.
I like the towers and relic here because its different. You don't have a hole realm to back you up when you try to claim one, just your guild buddies. People are forced to pull there weight if the tower is being defended, instead of hiding in the back and leaching rps.
If Mordred or Daoc itself is ever going to be revived than Mythic needs to make some major changes. And they just don't seem like they want to put in the effort or the cash. The game needs a major graphics upgrade, I'm sure tons of recoding (if thats possible), and they need to spend money on advertising (once the game is actually up to par with others). I'm sure there are tons of people out there that have never even heard of Daoc, but play WoW or Rift. And if those people tried Daoc right now they would be pissed off just because of the graphics alone.
Alot of people judge games on graphics alone, which I understand, but find ridiculous. With games like WoW, Warhammer, And Rift it seems like every combat action is based only by some sort of timer. I like Daoc because you have positional styles, and reactionary styles and what not. You don't just stand in front of your enemy and hit buttons and wait for the timer to pop. If you have ever fought me you now im always trying to move to your side and get a side stun off during a fight. I like usuing tactics like that to win a fight.
