No top level college players are going to want to compete full speed against any kind of NFL roster before they get drafted. For fear of getting hurt and for fear of looking bad.
The solution is to get rid of the Pro Bowl concept altogether. The NFL should never utter those words again. Instead, name an All Pro team, but don't design the weekend around it. Just have it be one feature of the SUPER BOWL HAPPY FUN WEEKEND SPECTACULAR. That way they would not ruin the integrity of the squads by having the seventh best quarterback in a conference get to claim they're an all star, and they can spend the rest of the time doing whatever the hell they want. Put midgets in clown cars and see if offensive lineman can knock them over. A skills competition to see who can put more balls through the uprights: Adam Vinitieri, kicking from 50 yards out, or Jamarcus Russell, throwing from 10. Etc.
