Keep in mind it will be used in my Windows Home Server, to be honest, mostly for remote desktop to my main computer for getting around the internet blocks at work during lunch break for surfing the web. (they routinely block sites like this one).

I've used 2 cheap Biostar motherboards so far, and they were very good. As for the Sempron, yeah it is weak, but it will work for what you want it to do.

I've used a Celeron and I had a friend who used a Sempron - they are weak, I would never buy one again, but then I use my computers for more than what you will use yours. So if there is nothing better to put in it, a Sempron should get the job done... just slower than a "full" CPU.
