Civilization does NOT work best when the strong are diligent shepherds of the weak. If your civilization is strong it is way past time to invade and cut out a piece of the weakest opponent's piece of the pie.
Especially if you're going for a Domination or Conquest victory!

See, now I'm thinking, maybe it means you're the evil man, and I'm the righteous man, and Mr. 9 millimeter here, he's the shepherd protecting my righteous ass in the valley of darkness. Or it could mean you're the righteous man and I'm the shepherd and it's the world that's evil and selfish. I'd like that. But that shit ain't the truth. The truth is, you're the weak, and I'm the tyranny of evil men. But I'm trying, Ringo. I'm trying real hard to be the shepherd.

At their cores the ideals of pure scoialism are opposed to the ideals of pure freedom. If you could come up with a way to fairly and accurately separate the strong from the weak, and you were willing to take most freedom away from the weak then your ideals could work and forma strong society.

Most people don't have the vision necessary to guide their own actions effectively let alone the actions of others.
