The government basically pays for all of their food, housing, utilities, and is expanding on healthcare.
Chinese people just aren't very docile and will protest even if you threaten to shoot them, unlike the fat hippie cowards in their scooters in America.
That's all well and good, but a basic duty for government is to enforce contracts. If two entities have a deal and one breaks that deal, it is governments job to arbitrate the matter. I think even BT would agree with me on that. So where is the break down? Can the Chinese Government not enforce a ruling on US companies doing business there? Does it fear a ruling against the company will mean the business will take its toys and go home? Did these businesses bribe Chinese officials to look away?

Foxconn is a Taiwanese company, I don't know the specifics but they have special considerations in place.
