I would disallow pardons made between a few days before an election and an inauguration (for those sentenced before the election). This would provide a small amount of accountability, even for a president who already served two terms. I think it would be enough to discourage an Executor from pardoning all but the people he truly feels were served an injustice.

On his last day in office Arnold reduced the sentence of his buddy Fabian Nunez' son, and when ask why he said it is what you do for a friend.

Having pardons means the justice system is broke.

For instance, countries like thailand give out pardons to foreigners because they impose stupid sentences like 20 years in jail for having a little cocaine on you. It makes them look bad when a white person gets busted so harshly, so their king or whatever they call it hands out a pardon. No question, thy have a crappy justice system.
