I'm sure this is worth the $50 billion it will take to enforce. Besides, we're the richest nation in the world and we can afford any amount of government.
We can hire 50,000 new school administrators to monitor the situation and pay for them with the new taxes we get from all the new jobs we create.
Then in 10 years when we realize we actually made things worse rather than better, we will just keep the programs because they will employ twice as many minorities as white people and therefore cutting the programs would be racist.

Don't need an entirely new level of bureaucracy and monitoring from the police department's new "Sticks and Stones Division".
