I think both are true, the cultural thing amplifies genetic differences here. The differences are relatively small though and matter little to the average person. However at the top level of competition a small difference can go a long way.

Perhaps it's more a case of survival of the fittest... they probably had to rough it a lot more than people in other areas.
Blacks as a whole could probably be easily broken down into at least three separate major subgroups, East, West and South (the aborigines, that is, before the Bantu up and killed almost all of them).
The native Southern Africans are the shortest people in the world. I'd agree with Grymm on his first post but there's a lot of physical variation within West Africans themselves, so if you're going to have lots of people that pass a high threshold for sprinting they'll probably be disproportionately West African, not so much because of variation within Africans but within the Western subset. The typical African is actually pretty lanky and physically unimposing, if not morbidly obese in the developed world.
It's kinda like how there are only maybe 100-150m pure-blooded Northeast Asians in the developed world yet they're the only ones to produce individuals known with 200+ IQ (developing world excluded for malnutrition), but then again their average IQ is much higher than that of whites on top of having a higher standard deviation.

People mixed with African genes and something else are genetically superior than their full blooded african counterparts.
Interracial people are vastly genetically superior to all other humans. Faster, live longer, better looking and can reach a much higher pinnacle of physical endurance and strenght

Why dont we just do some DNA testing and find out if the athletes have the same genes (based on race) or if the best ones have different genes.
Then we would know if it was racial genetics or not.
I think its beyond race - training, basic genetic traits (not racial traits), etc... Why are there no superstar black cyclists? Im guessing its a trainng and culture thing, not a racial thing.

I know a well-documented case to the contrary. Pure blooded East Asians are better looking, more intelligent, longer lived, and more pro-social that white-East Asian hybrids. On the socioeconomic front they have higher incomes, better education, better jobs, lower unemployment, and are less likely to ask for government assistance than the half-breeds. This may be just because of hordes of white men scraping the bottom of the barrel in terms of East Asian women, but I don't think that explains everything.
