can someone explain this to me a little more clearly

does the bold give them the ability to increase the fee to, say, $400?
or does it merely state the the violation must be taken care of or whatever issues dealt with?

It means the ticket may have additional restrictions on payment listed within it. Probably the location and times where you can pay, what payment methods are accepted, and the like.
And tbh I'd say more than "a little".

thats how ive interpreted it.
i think they interpret it in another way though. im trying to see if theres any way this could possibly be interpretted to grant them the ability to increase the fees to 800 bucks.
the next line reads as such:

i find it hard to believe that a municipality's governing body is breaking their own laws so blatantly and outrageously.
ive been through their ordinance codes several times and been there to get a current copy, from them, to make sure im reading the correct laws.

my bosses have offered their lawyer for other issues in the past.
im going to sit down with my big boss tomorrow and see if i cant get a few mins with their lawyer.
unless any of you can show me where or how i am misinterpreting these words which are plainly written. in which case i would pay the fines and move on.
however, i refuse to pay a dime when they are clearly trying to rob me to cover their own broke asses.

Or...you could, you know, pay the fine and get on with your life instead of wasting everyone else's time.
I've already tried to explain it to you. Make payment within limitations listed on ticket - what does the ticket say? Probably what the due date is, where the payment is to be made and what kind of payments are accepted. If you don't make payment by the due date, ticket goes up. If you still don't pay, ticket goes to collection.
You're way beyond "a little retarded", dude.
