The whole thing smells of politically motivated BS in an election year by an administration pursuing its own self-interest, with said administration benefiting most directly from the 'solution' reached.

There were settlements with the pharmaceutical companies awhile back where they were caught stealing hundreds of millions but only paid fines that were a small fraction of what they stole.
If they got them to pay $26 billion their fault must have been in the hundreds of billions easily.
