Depends on the month your visiting, as for countries.
I'd start with France.. I'd fly to Paris maybe spend 3-4 days there then rent a car and get a bed and breakfast guide to the best most romantic places and let the winds be your guide.. Traveling up the west coast of france is just epic, and you have a shitload of WW1 and WW2 historical stuff close, the food if you like sea food is epic, the wines are perfect the beer is awesome the people are nice as long as you don't adopt that American/British masters of the world attitude, f'kin Americans and Brits.. when I'm out vacationing if I'm having a quiet espresso at some café and someone starts being loud and obnoxious it's always either a brit or a murrikan..
I get along famously with the french since I speak a bit of it.. as long as you try they tend to be pretty relaxed with the English.
freaking avoid the Netherlands it's all just cities and roads basically.. Neijmegen was awesome however, Operation Market Garden.
I'd go from France to Germany down to the alps and into Italy there I would pick a few choice romantic hotels and spend a week or so at the beach.
Or better yet fudge Italy and go to Croatia their beaches are a lot more virgin, same amount of Italians however :/
You can't really travel anywhere in Europe without bumping into some epic historic monument or ruin so doing he whole mona lisa, colliseum etc etc crap is just so overdone.
going to be in September if my leave is approved
i live in Australia so not so fussed about beaches however the rest of this sounds like the kind of thing i want to do.

September is alright a bit chilly up here in the North but keep south of North France and you're golden.
You could replace Germany and start in Spain instead and just go north up the coast from Barcelona; which is probably one of the coolest cities in Europe; I love the food in Spain, tapas is just awesome.. Speak with Puma-mod he's half a Spaniard if I remember correctly. Then you go up through Spain over the Pyrenees mountains into Bordeaux great wine country I'd hit up Loire valley that's where they make Sancerre and the better souvignon blanc wines.
Then nip into Switzerland and travel through Switzerland into Austria and then into Czechoslovakia, I like Prague myself, the beer is cheap and oh so awesome, beautiful women and I like the German inspired cuisine.
Down to Croatia and Dubrovnik
Europe is awesome by car in that area because it's not all highways and you see a lot of beauty on the way, especially the alps.

sex shops, prostitutes, coffee shops and doped up teenagers from the more conservative parts of Europe and america, Netherlands is just ugly and crowded did not like it at all.. really good food however.

since its only 4 weeks would we lose too much time by traveling by car? i think we could so all of that via train as well couldnt we?

You could without any issues, all of the areas I spoke off are connected via high speed train.. Switzerland I'm unsure, because of the alps.. But I know France and Spain are connected, if you're both under 27 you can get these Interail cards which is basically a free pass to travel as much as you want within Europe for a 30 day period.

I'd choose a few areas, spend time in each one and maybe rent cars on sight.. mobility has it's perks.. and these remote small romantic bed and breakfasts can not be overstated for their awesomeness.
edit: I've been to a lot of countries and cities in Europe, the only one I did not like was London.. Brits are uncultured ugly slobs, their architecture is ugly and cramped, London is dirty, crowded and I've been there twice and I saw two count them two hot girls the whole time and both of them were of African decent.

i would visit as many haunted areas as i could find, eat as much food and drink as much wine as every area had.
that is my dream life. to go around the world visiting all the haunted castles, and anything else and also make it a wine and food tour.
