Santorum is full of shit. He is on record as being in total support of STATES banning contraceptives. Has said publicly multiple times that contraceptives are evil, damaging to women, hurt society, and should be done away with.
He does the double speak shit, and some fools buy into it, but his agenda is clear. He is against all contraceptives, even condoms, and he supports them being banned.

Even if he isn't going to legislate it, it's fair to take issue with the fact that he wants to talk about it.
Discussions about contraception are better left to your family and\or faith. I certainly don't want my President lecturing me on the evils of controlling my reproduction. Neither does my wife. I know Parents that don't want that message delivered to their children either.
It's a fair issue to take umbrage with it. No one forced him to run with it.

Republicans have pushed legislation that allows pharmacists not to dispense birth control if it offends them. Republicans are trying to push a bill that would allow any employer to remove contraceptive coverage from insurance plans.
They aren't going after contraception as a whole, because they know it wouldn't fly with voters, but, they are nibbling at it around the edges in the same way they have been doing with abortions for decades.
