Making a legitimate threat against anyone is a crime, but it is not treated as seriously or punished as severely as a threat made against the President.
I'm sure all countries take threats against it's leadership seriously, and have harsh punishments for it.
When you threaten the leadership of a country you're really threatening the entire country.
Also, I think the joke was funny.

If an ordinary guy had done that, it'd be no big deal and maybe somewhat amusing. But, Luntz is the guy who sets the GOP message. He's done so for years. He is very precise about words and language. He is always telling Republicans...use this word, not that word, because this word sets the tone we want better.
So, what is the tone he wants to set with this joke?
