A beta is also a good way to see how serious the developer is about improving the game. If they don't make any major changes during beta based on feedback it's a good clue they're not going to do so once the game goes live either, at least not until the game is failing.
And a good way to see if a game is really going to be ready to buy at launch or not. If the beta is a total disaster it's a good clue it might be good to wait 6 months. Although this is less of a concern with a game like GW2 that doesn't have subscription fees.

I remember the CoH beta. I was shocked because the game was already finished and working as perfectly as any mmo gone live I'd ever played. More of that please.
