Nitpick: Sagan never said that.  Much like Palin's "I can see Russia from my house" the phrase actually came from a comedian parodying Sagan.

He's said the word billions, and the word trillions - but he never said the iconic billions and billions. As a gentle reminder, he was a competent scientist and would never use such redundant phrasing in his monologues.
If you believe he has used that phrase, your challenge is to find evidence of that.
