Israel should just stick with the 1973 borders and turn the rest over to the Palestinians, from then on Israel could treat Palestine just like any other country, any attack on Israel from inside Palestine's borders would be an act of war.

If you don't know who, then how do you know who has jurisdiction to make laws there about who can settle the land?
Step 1: Figure out whose land it is.
Step 2: Figure out if that state has a law against Jewish settlers.
Until you've completed both of those steps you don't really know if the settlements are illegal.
