Apparently it's called "Titan" and is projected to come out in Q4 2013.

What they need is a no-magic military strategy game where the world goes WWIII and NorthAm gets invaded by a Russo-Chinese mob.
We're talking militia and home armaments like in 'Red Dawn' BUT also bow shooters, knifers, napalmers, etc.
Real geographics and Google-map cities, etc. A MEGA game. Die and your character is food or whatever.
Could be interesting.

20 months isn't unreasonable for a project with a full development team.
If you were talking about one of the dozens of MMO companies running out of somebody's garage I'd agree with you, but Blizzard and Bioware/EA could pull it off, though it'll probably be delayed a quarter or two.

This is really old news. At least two years old. And I thought that it was 2014 on the leaked product schedule, but my memory could be failing.
They have also said that it is unrelated to any of their existing franchises. Some of the rumours say it is a MMOFPS, but that is obviously just idle speculation.
