Lincoln was provoking the South in regards to Ft. Sumter. He wanted it to be attacked to give them an excuse to attack the Confederates. Sumter had no causalities and the conflict happened very quickly, it was all for more of a demonstration of whether or not the South would force them to leave since the commander of that Fort refused to evacuate without there being a shot. There was an ultimatum to evacuate it because the Fort itself was surrounded by Confederate Forts, which became the assumption that Sumter was in their territory (since it was after all... in South Carolina...a state that had already seceded and recognized the military fort as not their own). It could be said the conflicts following Ft. Sumter were what really started the Civil War
