I'd definitely call just to see if it was a gesture for the late delivery. If so I'd want to thank them and let the person who made that decision know I was pleased. If it was a mistake I'd like the company to get their tool back. But only after suggesting how pleased I am that someone in their company choose to go that extra mile for my satisfaction.
Moral, Ethical and Diabolical all wrapped into a smiling fat kid here.

The answer you get will depend on the company and the customer service rep you get. You might not like the answer you get. They might just bill you for the other one if you dont send it back. You never know how a company will respond.

I'd have no desire to rip them off. However at the same time I'd have even less desire to be inconvenienced because the company made a mistake.
I'd probably give it to a neighbor and tell them it's a gift from the company.
