It isn't random. If you know what to do then it's easy to get 15 kill credit for 1 kill from each opposing Realm. Someone in my Guild discovered the secret and we've been turning the quest around in less than 5 mins; we do this continuously for hours at a time. A friend went from RR9L5 to RR11 in 2 weeks spanking the quest. Sucks they nerfed the RPs, but it still beats regular RVR.

Put two different toons into the same group, watched the two toons each get their own particular random number of credits per kill (11 in one case, 6 in the other). Repeated with more toons - one got 15, one got 8, one got 11, one got 6, all for the the same DB.
