Fact is, the relics have never had an impact on "the whole realm". They've always been "only thing affected is the folks RvRing".
There aren't many changes to the relics that could be made that would have any impact beyond "only thing affected is the folks RvRing". Other than, of course, removing all significance to them. Even changing relics to an XP bonus wouldn't do much for the people other than "only thing affected is the folks RvRing", since the people who need XP generally can't RvR, and the XP'ers who do RvR can PL just fine, with or without an XP bonus....
