I guess the problem is going to be attempting to buy a game card, if you can't use pre-paid debt cards..
If I attempt to do it from where I live it takes me to the Korean EA site, and it doesn't carry the DAOC game cards...
So the option are as such.. since the origin store links you to the country you IP is listed you'll have to use a proxy.
Or have a contact in the US, EU or Canada buy for you the Game card and e-mail you the keycode.
