They never hit that 4.5K cap, so they never bothered to upgrade.
Euros don't play at the same times as Amis, so there's not much need to increase cap for their sakes.
Note that right now, there are 450 hibs online. There'd have to be nearly three albs AND three mids per hib to get over 3K. There'd have to be 2000+ albs and 2000+ mids in addition to the hibs to bounce off that 4.5K cap.
And right now is one of the overlap periods with the Euros - it's late enough the Amis are getting off work and online, but still early enough the Euros haven't all gone to bed.

Population dropped a bit before Euro came over. Darkzone had the ywain server at 3200 to 3300 peak not long ago. http://daoc.darkzone.net/server/us/ywain/

30 dollar (bot and normal accounts), 24 hrs play time...
1.25 an hour for entertainment.
renting a movie from a rental store or ppv 4 dollars for 90 minutes of entertainment = 2.5ish an hr for entertainment...
going out to see a movie 10-20 dollars depending on were you go, again 90 minutes... 6.5-13 dollars an hr for entertainment...
and thats cheap entertainment, you start going out to dinner, or the bar... or other things.... it starts getting more and more expensive....
point is.. dont complain about cheap ass entertainment just because your too cheap to pay it.

I will wait till the game starts doing something,anything before I start paying/playing again,its my choice...

Obviously it's your choice, but as far as the molvik buffs thing goes, you are not being remotely fair on how useful they are, and how effective ~24 minute buffs are. I play through molvik every few months, and I use pots mostly (I do have a bot account, but don't always have it active).
Again, its your choice, and you may not like buffs pots, but they are a very viable option with +dur and +enhance gear. Honestly the only thing that you miss out on are casted resists - but I am a soloer, so I generally don't have them anyway.

I could play for 2 hrs tonite,but im not going to pay $15 for a few hrs a month...
If you can't afford $15/month for a video game, I would be worrying about other thing rather than a video game.

I've been using buff pots in Molvik as long as there's been a Molvik. Duration of the pots isn't enough problem to be worth fiddling with.

Well, one of your values seems to be a severe inability to judge value. Arguably, the game isn't fun, but the price, even for two accounts for 25 hours per month is so low as to make it a non-factor in the decision.

I can understand (and could even agree a bit) how some can feel that on principle it is galling to pay $15 a month for something that is only worth $3 or $5 (somewhat subjective but not really when comparing DAoC to the cost of new games with new content that also charge $15). Even if $15 is available, I can understand the principal of feeling ripped off and not liking it. I am sure that many who pay $15 a month for DAoC feel they are no longer getting from Mythic what their $15 once purchased. But Mythic can’t really lower the fee without it leading to DAoC being shut down. . . so it is what it is. Pay and play or don’t pay and don’t play.
I can understand how some who only have a few hours a month to play could feel that it is a rip when they are required to pay as much as others who play 100 times as much over the coarse of a month. As the cost of $15 is so low, I am not sure I agree with their position but I understand their point. But the cost is what the cost is. If you go to single pay amusement park and decide to sit half the day and watch your kids instead of going on rides, it costs the same, (or if you only have an hour you still pay for the day) that is just the way it is.
I can understand others who have the psychological makeup where the principle of paying more than something is really worth means so much less than the fun they have playing, so they mostly ignore overpaying and they really do not understand why some would object to paying more than something is really worth. For them it is simply, if you like it you pay. If you don’t you don’t.
But
I can’t understand anyone defending bots or someone defending the cost of a bot. Even if the bot is only an additional $15 a month, defending bots or defending the cost of a bot seems . . . . . .

Dollar a day or a penny a day,I'm not payin $30 a month for a stale game.
