Cant get my target bar to show, or the custom window to show either..

Hit '  ' to bring up your command windows, then click on WINDOWS.
Target is one of those.

Is there a UI option for a mini combat bar (the bar right above my qbars) like this one in my current UI?

I uploaded a zip file yesterday at the link in my dog. I'll put up a rar file tonight. Any reason you can't use the zip? Native windows zip client will open it.
