It would be easer if Mythic/Bioware simply let players purchase items from a CM full of Plat and allowed the money to vanish as a penalty for some player leaving their CM full of cash. This would actually be easy to do, as it was accidentally the default when Foundations first happened.
When Foundations first happened, if I recall correctly, players found that if their CM was full of cash and players purchased from the CM, the plat/gold that was used to purchase an item simply vanished. Players yelled and to fix the problem Mythic added code to shut off the ability to purchase from a CM when the CM was full of Plat. Bioware could simply reverse things and let players purchase from a full CM.
(Edit: Thinking about it a bit more I seem to recall that what really happened was when the CM when over the limit it set the first bit in the computer word which changed the way the computer viewed the number from positive to negative.
However or whatever. . . .It is still easer to simply let players purchase from a CM that is full of plat and then let the purchase money vanish as a penalty for keeping a CM full of cash. That would be a fix that is easy to code.)
This sounds good

As to the Coin Cap on merchants:
If the CM is full and an item is purchased, A coin is created for the amount of the purchase.
the coins are already in game, just a little coding necessary.

Simple fix:
Amount of plat each player can carry: 9999
Amount of plat the merchants can hold: 9999

Please see the previous explanation of why the maximum number in the existing game is determined by the largest number that can be stored in any game database . . . which is 214 plat 748 gold 36 silver 48 copper.
214 748 36 48 is the largest signed number the database can hold without rewriting the database and rewriting any of the code that deals with any plat/gold/silver/copper.
Can Mythic code your suggestion? Most defiantly YES they can. But it would require building all new databases, rewriting any code that access any database and rewriting the database entries for almost anything that would be moved from the old database to the new database.
Edit: more information on the following thread:

I agree with Semi4. Just let the money disappear if someone buys something off a full CM. Let it sell and let the money go to waste.
It would help with inflation, force players to actually participate in the economy, hurt gold sellers, make the market actually usable and reliable, etc, etc, etc...

I just had a thought about this... what if they only allowed you to list items up to what your CM could hold?
If you're putting up an item, its price + total of all previously listed item prices + money on CM has to be less than 200P or you can't list the item.

It could be done, just remove the copper and bump everything else down 1 notch!

This has been suggested in the past and while it seems simple, it requires a great deal of work. Eliminating copper would let Bioware keep the existing database but it requires changing all code that has anything to do with money and it would require changing every price of every item in the database. Bioware would need to modify all NPC merchants, changing the CMs, MEs, quests, taxies, drop tables, etc. . .
It seems like an easy modification but it is actually a very complex change that would have Bioware assigning many people to sift through code for many months.
Could they do it? Yes they could but I do not think they have the people necessary to pull it off.

Let us purchase from the CM if its capped. Let the owner of the CM lose the money we just spent. So they lose the value of the items that sell because they are not maintaining their merchant. Ideally you lose the money that is excess from the purchase. So if my CM is 2p short of being full and you buy an item off me for 20p, my CM will fill up to the cap, and I lose 18p that just poofs off into the ether.
There is too much money in this game already, anything that acts as a cash sink is a good thing to bring things more into balance. As for those who are complaining because they can't actually have any more cash because they are full up, give some of it away to guildies or something. Once you have that many plats, its meaningless to you, but there are new players arriving all the time who I am sure take one look at how expensive it is to equip even 1 character, and just go find another game. I know I would if I hadn't already had a few characters in vaguely good equipment so I could farm to equip the rest.
