In RvR, it is bugged due to what you mentioned, and has major flaws in combat due to the easiness of being disrupted and it's slow casting speed. It can only cast while in combat, when a swing is taken and if someone that you are fighting moves away from you after you click FP but before you click the AOE, the spell will not go off and you will lose the FP casts.
For this reason, the class is almost worthless in RvR unless you zerg surf. If you run into a dummy that tries to melee you, then you can beat them, but most people will run through and stun the pet.
Necromancers are not really made for RvR, although a few people that started off as zerg surfers are now at such a high RR that they can do well with all of the extra RA tools they have.
Leave the class alone imo. Enjoy if for what it is, a farming and leveling class. With the new quests and the BG's, its leveling advantage has faded.
