I just added a new feature that handles this. It's in build 45 on the server now. You select one of your existing toons. That toon's settings become the default. In the future, new ones get born with those settings. I wrote this very fast and the text on the window is a little clumsy. But it works. I'll polish it up tomorrow.
Thanks for the suggestion! I think it's a really useful feature.

thats all well and good but what if you want to change an existing toons layout to match that of another that you like?
Got code for that? Didn't think so!

Just a thought on overwriting spell icons, shouldn't be too hard to save a backup of the spell ID on every bar icon replaced and simply add a "revert" button to put the bar back exactly the way Mojo found them after someone is done SCing.
Unfortunately, this isn't robust against user error. If you ever forget to press Revert a single time, your icons will get lost the next time you craft.
For example, suppose you are crafting and just as you're about to press Revert, the phone rings. Twenty minutes later you come back to the PC. You think you pressed Revert, but you really didn't. Next month you craft with that same toon again and remember to press Revert. Oops, you just lost your real icons.
(They wouldn't really be lost -- as a last-ditch insurance policy, Mojo keeps multiple rolling backups of every file it changes -- but I don't want to ever put my users in the position of having to use Explorer to find Mojo's backups and restore them manually.)

whats your deal with disliking robbie
especialy sense mojo has already copied character settings for awhile now he just decided to create a default option as well now

I'm convinced he wrote DAoCchatfixer. Or likes looking like a douchebag. I can't tell which.

Icons/pictures arent always a good thing. For instance, the Gearbunny (or your daocchatfixer) looks pretty terrible.
