The use of a program to change camera angles is to do just that, change camera angles. It is what it is. The developers of AC obviously thought this function was important otherwise they would not of included it in the game. I'm only maximizing my enjoyment by using such features as much as I can when I play.

someone could buy a nailgun and shoot someone with it too. A nailgun used in conjunction with nails could be deadly. Maybe we should ban things just because it MAY be used to do something bad.

who ever said anything about banning anything?
we just asked why.
Obviously if you went into a Hardware store asking to buy a nailgun, and the guy asked you what for, and you said "so I can shoot people" he probably wouldn't sell it to you (or at least he shouldn't).
I'm doing the same thing. I'm inquiring what my resources will be used for.. the purpose.

Thats why I've become more specific with my request, I just want the macro to hit the change camera feature of asheron's call every 20 seconds. It is the coolest feature in the game to me and boy ohhh boy are my hands tired of doing all that shuffling around on the keyboard if you know what I mean.
I also like to stand around the lifestone at ayan to pretend I'm cool like the other people there. Oh and in rithwic there is a bridge that I like to let my character Meditate on. Its a roleplaying thing. It helps him focus his inner chi and balances the ying with the yang. Amazingly none of these break the Coc. So there you have it my nail gun is for construction not murder!
So who has a program as such?

If your purpose is to stay ingame, there is an ACHooks function that is used to set the IdleTimeout which you can set high and the character will not log out.
Perfectly legal, doesn't interfere with anti-UCM technologies in certain plugins..
It takes only a few lines of code to use. Doesn't even require a UI.
