I mean, no activity nor a working plugin from almost 1 year now but the site is still up?
Does someone know the programmer?
Maybe he doesn't remember he is still paying for a web site

Decal 3 Alpha 4 is now publicly available, and i'm currently in the process of updating all of my plug-ins. Don't worry, its on my list!
I'm also planning on adding a lot of features that people have asked for:
"real" killer support (identifying corpses to see who the "real" killer was, not just the kill shot.
monarchy support
witness support - people who submit kills will be shown as witnesses
location - where the kill actually took place
levels at time of kill
ability to anonymize yourself (if you download the plug-in and run it one time, you can "opt out" of the site). you will be shown as "Anonymous Coward 34" or something similar.
keep in mind, those are only PLANNED features. I will probably also change how ratings are calculated or something, i haven't figured that out yet. "

I can read, but we are in april: doesn't sound strange to you that we have gone trough decal 4, 5 and 6 with no further comment?

There are several Plugin authors that have hit snags and can not proceed. Others read the Decal statement that part of Decal will be rewritten and speed optimized --> Plugin authors will have to rewrite their plugins when these changes take effect. He may be waiting for the Decal dust to settle.

If I were a plugin writer (and I'm about as far from that as a five-year-old wandering around at NASA) I'd wait for the release version of Decal to appear as well.
It's a helluva lot of work to do twice.

I simply thought he gave up, and sounded strange to see the site still up for nothing: maybe he is not paying for it....

I had a site up for like 4 years of some stuff I wrote a long time ago which was no longer supported and who knows if it even still worked. Lot's of people leave sites up for things they no longer support. They might be using a different section of same host for other pages, or maybe not paying for host, or they just want to keep the domain/host for email/or something in the future and don't really care what pages are on it.
