Drakier,
I do not remember reading anything about paying for plugins is against COD?
When people use paypal to donate to the decal devs no one sees anything wrong with that do they?
We do not even know what he is asking the plugin to do. He may want a plugin that counts the number of bunnies in Holtburg.
If someone is willing to create a plugin for him and he is willing to pay for it than that is great. In fact I would love to see the decal devs getting paid for all their hard work.

Donating to a plugin author is very much different than soliciting work on a plugin.

Chaz,
I am not understanding what is wrong with someone soliciting making a plugin? Do you consider that immoral?
I am not trying to be argumentative. I am just trying to understand.
If I paid you a sum of money because I wanted a plugin to automatically sort all the items in my chest by value. How would that be wrong?
I guess it really doesn't matter but I am just trying to figure out the logic here. I mean I think you guys are great and I am not trying to anger the Decal gods.

Depends on what you want the plugin to do. My first thought is if someone is asking to make them a plugin, with some type of offer of payment, and you have to do it via PM's, then they are probably asking for something that breaks the rules or is in a grey area.
If you have an idea for a plugin then post it here. Could be surprised, if others think it is a good idea then it may get built.
