the memlocs are there..
make sure you don't have a firewall or anti-virus program blocking the download. Chances are, you aren't getting a cached copy. What's most likely happening is the download is failing thus resulting in the memlocs and other XML files not getting overwritten and looking like it is grabbing the same files when in fact it isn't.
I've checked, double checked, and re-checked the memlocs and the update file, and it's all fine. If you cannot download them, it is either something with your ISP and a cached copy, your network, or some software on your PC blocking the download.

Same thing here. With Anti virus on or off(no firewall) it does the update. Says it is writing the files but does not actually update the memlocs. *shrugs* not sure hehe. I'm fairly new at this...is there any other info I can provide that may help? Thx!

try deleting (or backing up) your xml files.. see if it downloads new ones
if so, check the contents of the updatelist.xml and see what version the XML files are in it (in the filename)

after you deleted the XML files, and clicked Update..
are there any NEW XML files now?
if not, then it is because you're not actually downloading them.

I don't think we're understanding eachother.
you have the correct update url.
go to the Decal 3.0 directory (usually in C:\Program Files\) and delete all files that and in .XML
hit F5 to refresh, but you should have NO XML files in there.
Click Update. See if it recreates any of the XML files.
If you HAVE XML files and they are old, then you have some sort of wierd caching issue where it's using the wrong Updatelist.xml (which can be seen by opening up the updatelist.xml and reading it).
If you do NOT have XML files, then you're not able to contact the update server through Decal and download the files properly (as specified above).
Find out which category you fit into.
