I also don't see where they say they use a wand to heal.
I assumed they were referring to the swap from a brassed wand while buffing to weapon/sheild. I based that assumption on the wording of the post. Let me try and break it down, then maybe I will understand.

last I checked, LT doesn't goto peace mode to "wand" heal...
I agree they were arrogant in the way they demanded it be "fixed" I also agree that something must be wrong, and it is likely a setting.
Though it could also be something simple , like they don't pay attention, and loot everything in sight, causing drastic melee d reductions due to burden.
For me, its usually spines/carapaces and elixers that I loot that pile up unnoticed until I'm suddenly getting whacked hard, that or I forgot to swap out my critter girth for my acid ward one. ( again for the 100th time)
But what do I know.
The character I played in beta and remade opening day was a 3 school Gharu sword melee dood. All trained, no speced, because the curve was borked. Speced skills were a waste in the long run, you only got like 5 more points than trained at the time.
Back then I got lectures on how illogical the template was and how screwed I would be especially at higher levels.
Oh, and I didn't get healing 'til 60 on that build, and I did pull a wand to heal. Seriously.
I don't think in a linear manner. My thoughts tend to skip around like a butterfly in a crosswind.
When it comes to logic, I grasp the concept. I must, I passed that part of digital electronics back in high school. ;P
Oh, and I count in binary too. Not the electronic type mind you. Lets just say, NEVER hold a lit firecracker in your clenched fist. <-- Joke
To use logic to deduce the actual problem we need more info, we have the bare basics but there are many variables. Until then, we are both speculating about parts of whats going on.
Short list of variables
Critter type? Melee? Caster? Chucker? Some of both/all?
Does player have the defenses to match the offense?
AL on armor?
Buffs/Baned?
Majors/wards?
Kits/pots set up and turned on ( in LT)?
Heal slider set at?
Emergency heal set at?
Burden?
Vit?
If buffing in a spawn area, does player have back in a corner to minimize the penalty for hits to the back, and the numbers hitting him at once?
LOL after typing all this I think its simply the OP has the heal slider set too low.
When buffed/sheilded they don't get hit for much so the lower heal setting works fine, shields still up for normal heals.
Then its buff time, they whip out the brassed wand, get hit for more, but go through their buff cycle.
Buff finish. Lt goes to switch to melee setup.
Once mod from wand drops, effective melee drops. Hits are more frequent.
Lt drops to peace mode to heal, but its already too late.
By that reasoning, they merely need to increase it so they heal sooner/ more often.
And use blue kits.
