I've found the fix for this problem!

Instead of using the link your using, try this one

http://www.microsoft.com/downloads/details.aspx?FamilyID=371f6ba4-2737-46ab-b275-0dcab31459b5&displaylang=en

Worked for me.

Its becouse microsoft bastages made the direct a Windows Geniune Advantage download.

So its not actualy decal related, but it would be nice if the devs wouldnt try and wrap "requirments" into there install.

Do you have Windows Installer 3.1?

I downloaded that, and it worked fine.

Here's what I did:

Install this instead of the standard Decal package:

http://core.decaldev.com/files/2960/decal.msi

It doesn't included DirectX.

Then install this:

http://www.microsoft.com/downloads/details.aspx?FamilyID=2da43d38-db71-4c1b-bc6a-9b6652cd92a3&displaylang=en&Hash=4UwzmJt0DDrKr93bAPIRgGjyqLew IxNOc%2bl9i4CJ9RPcOWaBOE2Dsjtx6%2fVXX6T4%2feepObpF72hH2zfYADMnzA%3d%3d

This is DirectX 9.0c.

You should be good to go.

The problem appears to be that the Decal installer tries to download DirectX, but can not because it gets blocked by Microsoft's Genuine Advantage, thus erroring out during install.

I did this and it works fine.

Last week I reinstalled xp and everything in order to switch to raid. I found that the msi at the decal devs homepage also kept asking for direct x and attepting to download it (even though I had direct x installed. Fortuanly I found an older decal msi (same version) on my old hard drive. That older msi installed fine. Something is messed with the curent msi on the decal dev site.
