That has always been apparent in any plugin I believe. When the plugins start, they scan your inventory and keeps track of everything you have in your packs. When you apply leather to an item (or self-craft anything) the ID of that item changes, but isn't updated by Decal.
A quick fix for this is to hand it to someone (who will hand it back) or drop it on the ground and pick it back up. That forces the plugin to rescan the item as "new" and should fix it.

C'relic, while I don't use your plug-in I do wish to say a Hearty Thanks for your continued work on it, a lot of people do use it and like the Decal Dev's you probably don't get enough thanks for the effort you put into it.
Just filter out any whiners, and try to listen to the comments and critisims to perhaps guide any needed changed and just do what you need to (and have time for) changes wise.

Partial Workaround
I haven't read this post in its entirety, but i have a partial work around for the running out of mana issue.
I have not tested this for ring spells, but for arcs/bolts if you set "Boost Looting Priority" once it loots a corpse, it will reset the spell queue, and if need be s2m/revit.
It can still run you out of mana, but it is a lot better then having to click the s2m spell manually every 3 minutes.

thx for the hard work and continued maintenance
yah the leathering has been an issue. i leathered a wand I was usin and had same issue. Thx for fix idea 2! I had to reload ac entirely for it to figure it out before.
