Well the problem is kaspersky, not sure how to fix it tho
I've elevated it to the Kaspersky support

Has anybody found a way to fix the problem with Kaspersky and Decal?

fix your Kaspersky application to recognize Decal and all of it's components. I'm not sure how to do it as I don't personally run Kaspersky, but I'm sure there has to be a way to select which exe and dll to allow to run and make communication. It wouldn't be a very good application if it didn't.
