Sorta. DX9 has a number of optional components (d3dx), and there are a ton of different versions of them which are not easy to distinguish. So, even if you have run dx9 installers in the past, they may not have been the ones with the correct versions of the optional components.

HOWEVER, as mentioned in the export text, the version Decal is built against (d3dx9_30) is what you really need, and his export shows that he has it. So that's probably not the issue.

this is just something off the top of my head since I don't use dual logging but if your using ACDC (i see it in your export) then don't you need [Launcher App] : ACDCClient.exe instead of acclient.exe?

I corrected that issue. It now reads [Launch App] : ACDCClient.exe instead of [Launch App] : acclient
